Police are looking for a man accused of flashing store clerks throughout East Hills Mall.

After hanging on for years, some longtime stores at East Hills Mall are finally giving up. But, some new shops are also just opening up there, and other businesses say they hope the new owners of the shopping center can turn things around.

The East Hills Mall parking lot is usually a near-empty sea of concrete, but this week might be different. Little Feet Repeats, a semiannual consignment sale, is leasing space in the vacant Gottschalks department store building.

One event is a ruling by the California Supreme Court. In December, the high court made a ruling that puts redevelopment agencies out of business as of Feb. 1. Happy New Year, Bakersfield, Arvin, Delano, and the more than 400 California cities likely to be affected.

The troubled East Hills Mall has been taken over by its lender, Weber International out of London.
